United Nations Framework Convention on Climate Change
Most countries have joined the UNFCCC since its creation in 1992. The Kyoto Protocol is a significant extension of the Framework Convention setting legally binding targets for emission reductions.

The UNFCCC Secretariat offers organizational support and technical know-how to the negotiations and institutions of the Kyoto parties in implementing the convention. The Secretariat is located in Bonn, Germany’s former capital.

The UNFCCC is responsible for issuing and monitoring CERs. CERs are generated through CDM projects. The CDM and JI Executive Boards are subordinated to the UNFCCC. The CDM Executive Board oversees the CDM projects and the JI Executive Board monitors the JI projects.
